Streaming TV ads with a count

CTV advertising puts a message on the streaming screens people use at home, and most campaigns stop at impressions. I plan each buy with a measurement method set before spend, so the readout shows visits, calls and lift you can check against your own records. Every figure in it has its method stated beside it, so nothing is read on trust.

What Is CTV

What connected TV means

CTV stands for connected TV. It is the television you watch through a streaming device or a smart set, such as a stick, a box, a game console or an app built into the television itself. The shows are delivered over the internet, and the ads inside them are delivered the same way. A viewer sees the same full-screen format in both places.

That matters for an advertiser because the ad can be targeted, measured and changed the way a web ad can, while still looking like the television ad a viewer already knows. The screen is large, the attention is often full, and the buy is placed through a platform rather than a broadcast contract. Each spot can be swapped or paused on the same day the change is written into the plan, which keeps the record and the buy in step.

For a local owner, the practical question is whether streaming viewers are the same people who call the business.

OTT Advertising

Streaming ads and their reach

OTT means over-the-top. It describes video delivered over the internet without a cable or satellite provider in the middle, so OTT advertising covers the ads inside those streams. A viewer can watch OTT on a phone, a laptop or a television, but the living room screen is where most of the value sits. That is the screen this page is about.

In practice, OTT ads run in streaming apps and on the devices that play them. Some of that inventory is premium and long-form, and some is short-form or free with ads. The plan says which kinds are bought, why they were chosen and how each one is reported back to the business. Reporting is read in the same format for every inventory type, so two flights can be compared line by line.

OTT ads reach the same household on a phone, tablet or laptop as well as the living room screen. Frequency planning has to count every device.

How Does CTV Advertising Work

From an ad request to a screen

When a viewer opens a streaming app, the app asks for an ad to play during a break. The request carries basic facts about the device and the context, and an ad platform decides which ad to send based on the buy's targeting rules and the price the buyer agreed to pay for that viewer.

The ad plays, the platform records that it played, and the viewer's device may report a later action if the viewer visits the site or searches for the brand. Each step can be reported, but not every step is visible to the advertiser, which is why the measurement method has to be chosen before the buy.

The buyer chooses an audience, a budget and a set of apps. The platform then places the spot in the streaming content that matches, and reports impressions, completion rates and the actions that followed.

Linear TV vs Streaming Ads

Where the money moves

Linear television is the broadcast and cable schedule, bought by time slot and rating. Streaming ads are bought by audience, device and context, and the buyer sees a record of each impression. That record is the reason a streaming buy can be judged more closely than a spot on a schedule, even though its reach is harder to read as one number. The buyer reads it through the screen count and the response count together.

Many local businesses should not choose one over the other. A streaming buy is easier to count for a business with a phone line and a landing page, while a linear buy can build familiarity in a market where the owner already knows the channel and its audience. Both can sit in one plan if the budget is split and each part is measured on its own terms, with the split written down before the flight.

Connected TV Ad Buying

Buying space on streaming screens

A streaming buy is placed through a platform or a partner that sells space across apps. The buyer sets the budget, the dates, the audience rules and the frequency cap, which limits how often one household sees the same ad. The platform then fills that space as viewers arrive during the flight.

I set the rules before the first impression. The budget is paid to the platform from the business's account, and every rule is written into the plan, so the business can see exactly what it bought, for whom and why. Changes to a rule are logged with a date and a reason, so the plan reads as a record of the flight rather than a set of guesses.

Buying can be direct with a platform, through a self-serve tool or through a programmatic exchange. Each route has its own minimum spend and its own reporting, so I choose the route that fits the budget before the creative is made.

What I do on a streaming buy

Buy plan

The audience, geography, budget, dates and frequency cap written down, so each rule can be approved by the owner before the buy is placed. Rules that change later get a new line with a date.

Measurement design

The method for visits, calls, lift and promo use set before spend, with the tools named, the control stated and the limits written out in plain words.

Creative brief

One message per spot with a single action, sized to the lengths the platform plays and built around the offer the landing page repeats. Captions are supplied for every version.

Landing page

A page for the offer, tracked from the first visit to the form or call, so a viewer who acts on the ad reaches a page that matches it. It loads fast on a phone.

Weekly check

Delivery, frequency and placement checked each week, with any problem fixed or reported in the same week it is found by the check. The fix is logged beside the check that found it.

Readout

Impressions, visits, calls and lift on one page, with the method stated beside each number and the weak parts of the buy named clearly. Good and poor results sit on the same page.

Who CTV Advertising Suits

Where streaming TV earns its place

Streaming TV fits a business with a clear offer, a local or regional area it serves and a way to take a call or a booking from the ad. It fits poorly when the business cannot serve the area it would reach or has no way to count a response. A brand that already runs strong search and listings can use streaming to add reach beside them, not in place of them. It works best beside search and listings.

Streaming suits a business with a broad market, a clear offer and a budget that can buy enough impressions to read. A narrow service area or a very small audience often gets better results from search or local mobile.

  • A practice with a set service area and a booking path tracked from landing page to booked visit
  • A home-services company that covers set neighborhoods and answers calls the same day
  • A regional brand with several locations, each market measured on its own visits and calls
  • A business with a seasonal offer and a reason for viewers to act within a few weeks
  • A national product sold online, with tracking that credits a streaming view to a sale

CTV Ad Measurement

Lift, visits and view-through

A streaming ad cannot be clicked on a television, so the readout depends on what the viewer does next. View-through counts a visit that follows an impression within a set window, which shows that a viewer who saw the ad later came to the site. Lift compares a group that was exposed with a group that was not, which shows whether the ad changed behavior beyond what would have happened anyway.

Both methods have limits. A view-through count can include people who would have visited without the ad, and a lift test needs enough audience and enough time to be meaningful. The plan states which method is used, what it can show and what it cannot, before the first impression is served. The method is not changed in the middle of a flight without a note in the readout that explains the change and the date it took effect.

How a CTV Buy Gets Measured

Four ways to count a response

  1. Step 01

    Unique phone line

A tracking number used only in the streaming buy, so calls that follow the ad are logged to the campaign and kept apart from calls from other sources. Listed in the readout.

  2. Step 02

    Dedicated landing page

A page with its own address that only the campaign uses, so visits from the buy can be counted separately from the rest of the site's traffic. It is not linked elsewhere.

  3. Step 03

    Promo code

A code stated in the ad and recorded by staff when a customer uses it, which catches people who respond without ever visiting the landing page. Staff are briefed on the code before the flight.

  4. Step 04

    Branded search lift

A rise in searches for the business name in the area during the flight, compared with a period before the buy and with a control market set aside. The control is named in the readout.

Targeting Options Compared

How the audience gets chosen

OptionWhat it usesBest forWatch for
Audience dataGroups of viewers the platform matches to a profile, such as household interests, age or past purchase behaviorReaching a defined customer type across a wider area than a single neighborhoodMatches that drift over time and need a fresh review every month so the audience stays relevant
GeographyDesignated metros, ZIP codes or a radius drawn around the business's own locationsA local business with a fixed service area and a clear list of places it can serveA radius so wide that viewers outside the service area see an ad they cannot act on
ContextualThe show, genre or channel the ad plays inside, matched to the offer and its toneMatching the ad to the mood of the programming, such as health content for a clinicPlacements so broad that the ad cannot be tied to one offer or one audience
Household matchDevices matched to a household so the frequency cap can hold across screensKeeping one home from seeing the same ad too often across several devicesMatch rates that vary by platform, so reach is an estimate and not a headcount
First-party listA customer list the business supplies and the platform matches to viewersReaching past customers with a renewal, a referral or a new service offerLists that are old, small or built without the consent the platform requires
LookalikeViewers similar to a seed list chosen by the platform from the business's best customersFinding new viewers who resemble the customers the business already serves wellSeed lists that are too small to model well, which makes the match weak

What CTV Costs

What moves the spend

My planning and measurement work is a fixed price for a written scope. The media is paid to the platform in the business's account and shown as its own line in the plan. I do not publish a number, because the audience, the geography and the length of the flight change the total in ways a single figure would hide.

The cost of a streaming buy has two parts: the media and the planning. The media depends on the audience, the apps and the season. The planning covers the audience choice, the creative review, the tracking and the monthly readout.

  • How large the audience is in the chosen area, and how many targeting rules reach it
  • How long the flight runs and how often the frequency cap is checked
  • How many creative versions the lengths and audiences need, captioned versions included
  • How many measurement methods run at once, and whether a control market is held back
  • How often the readout is sent, and whether a live dashboard sits beside the monthly summary
A business owner reviewing work on a phone

How a CTV Campaign Runs

Measure first, then spend

  1. Step 01

    Set the goal

The goal is a visit, a call, a booking or a lift figure, and the cost the business will accept for each one is written down before the buy.

  2. Step 02

    Design the measurement

The method, the tools, the control market and the reporting window are written before any media is booked or any spot is produced. The control market is named there too.

  3. Step 03

    Test the tracking

Every number, page and phone line is tested with a real visit and a real call before the flight starts, not after the first week of spend. A failed test is repeated before any spend.

  4. Step 04

    Run a limited flight

A smaller flight runs first, long enough to show delivery problems and early responses, with the stop rule already agreed in writing. The rule is checked again at the midpoint.

  5. Step 05

    Scale or stop

A flight that produces responses is extended, and one that does not is stopped or reshaped on the rule that was set in the plan. The decision and its date go into the readout.

Creative for Streaming Screens

Ads built for a large screen

A streaming spot runs on a large screen with the sound on, often in a break between shows. It needs one clear idea that reads from across a room, a brand that appears early enough to be recalled, and a single action the viewer can take from a phone. Common lengths are fifteen and thirty seconds, and the platform sets which lengths it accepts.

The creative brief names the offer, the location and the action in plain words. The spot is cut to the lengths the platform needs, with captions for viewers watching without sound, and the landing page carries the same offer so the message does not change between the screen and the visit.

A streaming spot is watched on a large screen from a distance, so the logo, the offer and the next step must read at a glance. Captions help viewers who watch with the sound off, and a clear end card helps the viewer act later.

Brand Safety and Placement Controls

Where the ad may and may not appear

A streaming buy can include controls that keep the ad away from content the business does not want beside its name. Those controls are set in the plan, not left to the platform default, and the readout lists any placement that was excluded or that ran against the rules. Each exclusion is named with the reason it was set.

Placement reports are checked each week during a flight. A problem such as an unexpected channel or a viewer complaint is reported the same week, with the action taken and the rule changed if needed. Exclusions are reviewed each month and kept on the list only while they still apply to the offer and the audience.

Owners often ask whether their ad can run next to content they would not choose. Platforms provide content categories and exclusion lists, and I set them before launch. The controls reduce risk but do not remove it entirely, so the source report is reviewed each month.

A storefront street in the Valley

Reach and Frequency Planning

How often one home sees the ad

Reach is the number of different households that see an ad, and frequency is how many times each one sees it. A buy with high frequency and low reach spends its budget on the same people. A buy with high reach and low frequency may not be remembered. The plan sets a target for both before the flight, and the readout reports them against that target. Targets are ranges, so a small miss is not a failure.

The frequency cap is the main control. It is set low enough that one home does not tire of the message and high enough that the message is seen more than once. The right level depends on the offer and the flight length, and the plan states the level and the reason for it. The level is reviewed at the midpoint of the flight, and any change is logged with the figure it was meant to move.

Who Owns the Streaming Account

Access stays with the business

The advertising account is opened in the business's name, and the business keeps the login, the billing contact and the right to withdraw access. I work inside that account with permission the business can end at any time. The creative files, the audience rules and the measurement notes are kept by the business at the end of the work.

The business can ask for a copy of the campaign settings at any time, and the copy is sent as a file it can keep.

The business should own the account, the creative files and the reporting history. If a planner leaves, the buy and its data should stay with the owner, and I set that up on day one.

After going back and forth on whether to bring in outside help, we ended up working with Justin for some AI consulting on how to structure our operations. He laid out a clear plan, didn't overcomplicate it, and we've been running smoother since. Good fit for a service business. He knows Las Vegas and he knows this stuff.

Justin joined our team a few months before opening to replace a marketing agency that wasn’t performing. He stepped up fast. Within weeks he launched a fully redesigned website with new brand guidelines, built and delivered our marketing plan and AI strategy, and helped implement our system architecture so we could open on time. Since then, he’s made several critical enhancements to the site that helped us generate revenue in our first month. His engagement was supposed to end at opening, but he became such an integral part of our leadership team that we kept him on to help evolve our marketing and tech strategy as we grow. He’s easy to work with, pushes back when it matters, and moves easily between strategy, delivery, and operations depending on what’s needed. If you’re looking for a deeply experienced, knowledgeable, and dedicated marketing, AI, or technology consultant, I highly recommend Justin Harris AI Consulting.
